Dr. Caryl Feldacker is a global health and digital health researcher and practitioner working at the intersection of measurement, implementation science, digital connectivity, and health-system strengthening. As Senior Program Officer for Research & Measurement, Digital Connectivity in the Gates Foundation’s Gender Equality Division, her work focuses on how better evidence, data systems, and digital tools can support more equitable and effective development outcomes.
Dr. Feldacker is also affiliated with the University of Washington’s Department of Global Health and the International Training and Education Center for Health (I-TECH). Her research and implementation work has included digital health, HIV services, mobile follow-up systems, and practical approaches to improving health delivery in low-resource settings. Across her work, she brings a strong focus on evidence, usability, frontline implementation, and the responsible use of technology in development and public health.
